Circle Surrogacy was started in 1995 by John Weltman, a lawyer and gay dad through surrogacy. Circle was founded on the belief that everyone should have the opportunity to be a parent. To this day, that belief is at the core of everything we do. For 27 years we’ve helped straight and LGBTQ+ couples and singles around the world fulfill their dreams of parenthood. We’ve helped bring more than 2,800 babies into this world... and counting.

We’re an agency comprised of social workers and lawyers, accountants and outreach associates, and program managers and coordinators; but, more importantly, we’re an agency made up of parents, surrogates and egg donors, who are passionate about helping people build their families, and invested in each and every journey.

When you work with Circle Surrogacy, you will work with an experienced team of professionals, who are passionate about surrogacy and growing families. Our Surrogate Intake Team is made up of experienced carriers, some of whom have been surrogates three times! For our intended parents, we focus on providing security and cost effectiveness, which is why we have two exclusive Fixed Cost programs to help reduce financial uncertainty so they can focus on the arrival of their baby. Our success rate of 99.3% for parents bringing home a baby is something we’re very proud of; it’s a result of our relationship-based approach to matching surrogates, donors and parents, our surrogacy process and clinic relationships, and dedication to each and every journey.
